Background

Abdullah Al Salem University (AASU) is a newly established English-medium public university in Kuwait. The primary role of the IT Manager at AASU is to provide strategic leadership to all IT teams, set the technology related strategic plan, align it to the AASU’s plans and goals, execute the approved plans and ensure smooth IT operations.

The IT Manager will closely collaborate with the senior management, academic units and other support units at the university to develop an environment which provides students and faculty with the best learning/teaching experience. The IT Manager will oversee digitization projects and technology operations and evaluate them according to goals set by AASU. Providing IT governance and quality assurance is also an essential task of the IT Manager in addition to the implementation of services, policies, and programs throughout AASU.

Required Qualifications

Academic and Technical Education

  • Bachelor’s degree in Computer Engineering, Computer Science, Information Technology or equivalent.
  • Additional professional certifications are an asset.

  
Professional Experience

  • Minimum of ten years experience in IT operations.
  • Minimum of five years experience in a position with similar responsibilities.
  • Diversity experience is preferred.

 
Technical Skills

  • Knowledge of emerging technologies in educational sector is a must.
  • Project management.
  • Implementation of ERP systems.
  • Implementation of performance management systems.

Essential Duties and Responsibilities

The main responsibilities of the IT manager are to supervise and lead the IT department and its main activities through fulfilling the following duties:

Strategic Planning and Aligning Initiatives

  • Lead and supervise the development of the IT strategic plan and ensure its alignment with AASU’s vision and strategic goals.
  • Design and implement different TEL strategies and infrastructure.
  • Plan and lead the digital transformation projects at the University.
  • Plan for IT governance models at different levels such as ITIL and COBIT.
      

Budgeting and Operational Planning

  • Develop and manage the IT manpower plan.
  • Develop, supervise and monitor the department’s annual budget.
  • Design business continuity plan and eliminate related risks.
  • Analyze business requirements for IT needs and systems.
      

Deploying Computing Infrastructure

  • Implement digital platforms such as SIS, ERP, LMS, portals and their related components such as storage and database.
  • Implement networks of different types and their related functions.
  • Deploy suitable classroom Technologies.
  • Implement information security controls and network access protocols.
  • Establish helpdesk.
  • Implement other academic & support systems. 
  • Design and automate student service processes.
     

Managing IT Operations

  • Ensure readiness of classroom educational environment.
  • Implement and maintain security measures and protocols across AASU.
  • Improve standard IT processes. 
  • Establish KPIs to monitor the performance of IT teams and assess the services they provide. 
  • Train faculty members and staff.
  • Maintain and improve helpdesk services.
     

Drafting and Implementing Policies and Procedures

  • Work with the management to develop and enforce IT policies and procedures.
  • Recommend updates to the IT policies and procedures and supervise their implementation and administration.
     

Participating in Committees

  • Participate in IT Committee, Strategic Planning Committee and others as needed.
  • Participate in the University manpower planning committee and others as needed.
      

Required Documents

  • Updated curriculum vitae.
  • Scanned copy of Civil ID card or image available through Kuwait Mobile ID app.
  • Candidates who are subject to the provisions of Law (20) of 2015 regarding national military service, must submit a certificate of performance of active service, or postponement, exception or exemption as applicable.
  • Scanned copies of all degrees and transcripts (authenticated copies needed if application is successful).
  • Equivalency certificates from the Ministry of Higher Education in Kuwait for bachelor’s and master’s degrees obtained from a university other than Kuwait University (authenticated copies needed if application is successful).
  • Experience letters or certificates.
  • At least 2 letters of recommendation.
